In many countries, incubation programs are funded by regional or national governments as part of an overall economic development strategy. In the United States, however, most incubation programs are independent, community-based and resourced projects. The U.S. Economic Development Administration is a frequent source of funds for developing incubation programs, but once a program is open and operational it typically receives no federal funding; few states offer centralized incubator funding. Rents and/or client fees account for 59% of incubator revenues, followed by service contracts or grants (18%) and cash operating subsidies (15%). Objectives were set to target the rise in SA’s challenge of unemployment, inequality and poverty.

In order for entrepreneurial ventures to fully contribute to the economy, there is a need for support from these business incubators . It is generally agreed that a business incubation program is an economic and social program which provides the intensive support to start-up companies, coaches them to start and accelerates their development and success through business assistance programs . The main goal is to establish successful startup companies that will leave the incubators financially viable and freestanding. Despite the South African government’s desire to encourage economic growth through the growth of small and medium enterprises , attempts to ameliorate the difficulties encountered by SMEs are often hindered by a lack of resources, one of which is business incubation.

Data sharing is not applicable to this article as no new data were created or analysed in this study. This research received no specific grant from any funding agency in the public, commercial or not-for-profit sectors. Makgetla et al.’s key fact sheet on the ‘State of small business in SA’ during the period, 2017, indicates that the number of informal small businesses was 1.5 m and increased from 1.3 m since 2010.

The government-funded business incubators are usually funded by the government, but they may also be funded by private businesses. The government-funded business incubators are generally full of young entrepreneurs, often in their 20s and 30s, who are doing things that would never normally be done in the private sector. They come from all walks of life, but they are generally looking for business ideas. Usually their goal is to find a small business idea that will work and start the business right away. Most incubators maintain a stringent screening process to ensure that their resources are put to the best possible use. Many small business owners that have launched successful ventures from incubators cite the presence of fellow entrepreneurs as a key element in their success. Incubator managers and staff members can often provide insightful advice and/or information on a broad spectrum of business issues, from marketing to business expansion financing. Small business owners should remember that the people that are responsible for overseeing the incubator program are usually quite knowledgeable about various aspects of the business world.
